从“拯救社区学校”运动探析美国公立教育改革现状

2009-2010年美国中西部地区堪萨斯州劳伦斯市发生了“拯救社区学校”运动。本讲座以美国公立教育发展历史为背景,以该运动为研究案例,探讨当今美国社区民众如何在公立教育财政危机中,运用宪法和法律赋予的权利拯救社区学校。在此运动中,美国教育机制的社会性、信息开放程度、民众的公民参与意识、有效的跨族裔群体沟通和矛盾管理策略以及组织者的个人素养起到了重要的作用。讲座还会以此运动为基础,分析当下美国公立教育改革中的问题。
In 2009, the “Save Our Neighborhood School” campaign was launched in Lawrence, Kansas, a university town in the Midwest of the United States. This lecture will primarily focus on this campaign to explore how people in the local community, using their rights conferred by US Constitution and relevant laws, have saved four public elementary schools from being closed due to a financial crisis. Six elements contributed to the success of the campaign: education mechanism of sociality among US public schools, open access to public education information, people’s sense of civic participation, effective communication across ethnic groups and conflict management strategies, as well as campaign organizers’ strong leadership. This lecture will also examine some challenges in the recent education reform in the US.
